Born in Washington, Washington County, Pa., June 7, 1828. Lawyer; U.S. District Judge for the Western District of Pennsylvania, 1880-91; Judge of U.S. Court of Appeals for the 3rd Circuit, 1891-1906; died in office 1906. Died in Pittsburgh, Allegheny County, Pa., June 21, 1906.
